HSF Program

The carpet to hard surface program (“HSF”) will allow the community to change a unit with carpet that is at the end of its useful life, or damaged beyond repair to a hard surface flooring. A premium will be added to the unit. This program is for ground floor units only. To code this cost to revenue generating capital, please follow the process and scope outline in this program.
To ensure proper installation of the flooring do not deviate from the approved scope of work. The scope of work will include hard surface flooring throughout the unit. Spaces include the kitchen, living room, bathroom, hallway, closets and bedrooms. For townhomes, the hard surface flooring will also cover the second floor (not the stairway), within the same townhome.

HSF Flooring Process:

  • Flooring that is deemed “un-repairable” during the unit pre-inspection will need to practice the following procedure to schedule the installation of new HSF. Whether your property is currently under renovation or not, please contact Redevelopment Project Manager regarding flooring installation. This is designated in the attached HSF Community List below.
  • Work orders for HSF installation should include the preferred HSF flooring color, move in and move out dates and preferred HSF installation dates.

*HSF Flooring Color Selection Kit: Canton St, Peachtree St, Broadway, Vinnings Drive, Sweet Auburn

    • Onsite staff to ensure that room temperature is set to a minimum of 65°F (20°C) or a maximum of 85°F, for a minimum of 7 days prior to, during, and after installation. Once the installation is completed, the temperature should not exceed 85°F indefinitely.
    • At the same time, prior to leasing the unit, the Community Manager will turn on the amenity premium for the apartment
    • OPS will schedule the flooring installation with the preferred flooring vendor.
    • The Redev PM will send the Work Order back to OPS once completed.
    • When work is completed the Vendor will submit invoices to Vendor Café.
